Seoul City officials found to have taken bribes, regardless of the amount, will be suspended under the city government's stricter anticorruption measures.
Seoul City said it will press criminal charges against officials who grant illegal or improper favors in exchange for kickbacks, and will also impose stricter punishments on both givers and takers of bribes.
Companies involved in bribing public officials will not be allowed to bid for city government projects for up to two years. Builders charged with bribery will be prohibited from doing business for up to a year.
"Those who accept gifts or treats valued over 30,000 won ($32) from work-related people will be subject to the suspension," Seoul City inspector Chung Soon-koo told reporters yesterday. "Those suspended will be relieved of their duties and will receive punishments such as pay cuts."
Public officials are not allowed to receive meals, communication services or transportation services valued at over 30,000 won, according to their code of ethics.
Treats worth less than 30,000 won can also get city officials suspended if they had been requested or accepted in exchange for illegal or improper favors.
Officials who accept bribes worth 1 million won or more will face criminal charges, the city government said. The minimum limit for criminal charges was previously 5 million won.
Seoul City also said anyone who reports corruption among public officials could be rewarded with as much as 50 million won, up from 10 million won. It plans to establish a direct hotline to the city inspector to make it easier for the informers and to better protect them.
"This year will be the start of our 'zero corruption' policy," Chung said. "We aim to make Seoul City the nation's cleanest local administration."
Seoul City was ranked the second-most corrupt among 16 local governments in a study by a government commission in 2006. The city government climbed to the sixth spot in last year's study.
The city government bolstered scrutiny on the fire defense department, which scored the lowest in the anticorruption study. Former Vice Mayor Won Se-hoon, now minister of public administration and security, was recently accused of peddling influence to enable his son to do his military service at the city's fire defense department.

Ok, start demanding $25 bribes. Just one everyday for the next...um...2 months.
