Not so.

I have two international debit cards (Shinhan and Woori) that both work outside Korea, most recently in Germany in first week of December.

How about sending a friend your card, and having the friend get travelers checks and mail them to you?

If you need the money right away, I do not have an answer for you.

IF you're *in new york city* or, the amount that you want is big enough to warrant a trip to NYC, there's a lone Shinhan in NYC, Korea Town.

Most of 'em are in that area.

But, as with a foreign bank here, they are American banks owned by Korean banks.
