So, . . are they trying to keep the lamp cool?
No, it seems to be a contraption for whisking the insects away, sucking them down the tube into what looks like a collander (strainer). That's my best guess. Anyone got another take on it?
Took this at a toll gate on the highway here in Korea somewhere some time ago.
