More like the Federation really. Enforcing their fascist ideology on other governments under the guise of freedom from the barrel of a photon torpedo tube. And if they get in trouble don't worry Jesus will beam them up in rapture, unless they are wearing a red shirt. Should have dropped Bush and Saddam on that planet where kirk and the Lizard had that duel.
