Okay so the Cartoon network puts up some blinking signs of the space alien character from Aqua Teen Hunger Force. A blinking Space Invaders mooninite character shooting people the finger. Only in Boston people freak out thinking it's a bomb. And they arrest the guy putting up the signs:

Seems to me intent is a big part of the law. The intent clearly wasn't to panic the public.
