Can't get any more shocking than this (sarcastic):

Quote:
Major U.S. companies with multimillion-dollar contracts for Iraq reconstruction are being forced to devote 12.5 percent of their expenses for security due to spiraling violence in the region, investigators said Wednesday.

Meanwhile, tens of millions of U.S. dollars have been wasted elsewhere in Iraq reconstruction aid, some of it on an Olympic-size swimming pool ordered up by Iraqi officials for a police academy that has yet to be used.

One example:

Quote:
U.S. officials spent another $36.4 million for weapons such as armored vehicles, body armor and communications equipment that can't be accounted for. DynCorp also may have prematurely billed $18 million in other potentially unjustified costs, the report said.

Well hey, at least there is a sliver of good news:

Quote:
Responding, the State Department said in the report that it was working to improve controls. Already, it has developed a review process that rejected a $1.1 million DynCorp bill earlier this month on a separate contract because the billed rate was incorrect.

Let's be more honest and say 0000000000s Billions. This is also conservative. But I don't know if you can label it "waste", just Keynesian economics in another strange form.....

See a more full rendering of accounts here....

Quote:
the Miami Herald notes that "US comptroller David Walter estimated in 2005 that at least $1 billion has been wasted in inefficient spending in Iraq." The Herald writes that this latest report means it's time for Congress to act.
So far, at least four Americans have been arrested in a related investigation involving Iraq reconstruction projects in Hillah, and more arrests are expected. What's needed, however, is better oversight and accounting by a Congress that has been loath to look into irregularities in Iraq, whether it involves policy or the inexcusable mishandling of public funds.
