It seems like, as bad as Koreans can be, Japanese racism towards foreigners is much worse. In fact, it's so bad that some gaijin have started making emancipatory hip-hop against the discrimination:

The Japanese are a lot more in your face and straight up about their racism. Koreans are more likely to do it behind your back, for the most part. The "No Americans Allowed" signs are not as common here as in Japan. In Japan, they're everywhere: clubs, onsens, capsule hotels, saunas, bars, love hotels.

There are more than a couple of posts which say the exact opposite. I think the thing to keep in mind is either attitude is just perception of individuals.
