the Bush administration gave in and agreed to bilateral discussions finally, which began just after the failed congressional and senatorial elections for the republicans
this agreement is the product of that, as Bush's team tries to salvage some wins on the world war against terrorists
who announces it when is all about show... this decision had nothing to do with china directly i'd bet |

Thanks. I had a look at the Current Events forum and didn't see it (due to strange title.) I do think that those of us who don't haunt that forum need a chance to talk about this. |
