Please note that this is secondhand information, and may not be 100% reliable. Tomorrow I'll be able to check its accuracy, but for now I thought I'd throw this out there and see if anyone else has heard about it:
Beginning September 25th, those who have an F2 or F2-1 visa will be eligible to tutor privately (provided they pay taxes, I assume), and own his/her own school.
This was mentioned to me by my wife. Apparently, a friend of hers called immigration and they confirmed it.
Doesn't affect me either way, but I thought a lot of people here would be pleased to know.

A better question would be Why didn't Real Reality include loads of "news" quotes and have actually zero to add to the discussion? |

Could potentially take a lot of F2 people out of the hagwon and school system. Could really change the ESL landscape quite a bit ... |

This was the rumor about two months ago (I posted). I asked at Immi and they said no such thing was coming down the pipe... and that means.... who knows.
Basically, this has been going on for a few months with people saying that F2s are going to be "close to" a Korean national in regards to work.
I'm looking forward to hearing more... but not holding my breath. |

I've been hearing that rumor for years. I'd be more excited about it and more hopeful if I were actually eligible for that kind of visa. |

how many f-2 visa holders own a school. I don't. If i owned a school i don't think I would be bothering with privates. |

I think you might be misreading the OP (or maybe I did). I think the idea is that F-2 holders will be able to do either or both of the following things: open their own school and teach privates. Not that they have to own their own school in order to teach private lessons.
Or maybe I'm the one who is confused. |

My co-worker was either too busy or too lazy to call them today. He said "have your wife call and see."
