Are dog fights legal in Korea?

My friends were at a festival the other day where they had a dog fight in a specially built ring, complete with a referee with a whistle in the ring with the dogs. They said the dogs were the same size (bosingtang dogs) and not really able to hurt each other too badly, and too exhusted after a while to do much to each other.

Anyone else heard of this sort of thing and know if it's even legal?
