I know it's a must with a hagwan . . . but with a public school? Is it asking to much to send them scrambling for contact info?

If you are a direct hire... then ask... but you may well be the first foreigner at the school and there may not have been anyone before you to ask.
That being said, I know that in my case I was able to meet and chat with both of my predecessors far away from the school and get the real skinny on things before I signed on the dotted line.
If you are with EPIK/GEPIK/SMOE/ETC you (and they) may not know for sure which school you are off to until a day or so before they ship you there from the provincial office.
Still it does not hurt to ask but not having a prior contact is not necessarily a big red flag like it would be with a hagwan.
