many hagwons seem to be a franchise or owned by a single owner. Does anyone actually shuffle between different locations of the same hagwon franchise?
For instance, if someone owns 4 hagwons, one person is just a floater to fill in the extra slots. |

Unless all 4 locations are marked on your ARC this would be illegal under current immigration rules. |
