I found out in a recent trip from Seoul to Bangkok that starting March 1st, passengers on all flights . . . . not just those going to American destinations . . all flights out of Incheon are subject to the restrictions on liquids in carry-on bags.
It was March 2nd and the Incheon airport folks pulled out some laminated announcement when I told them that the regulation only pertained to flights to North America. The notice declared all flights out of Incheon would follow the same regulation.
The regulation is basically this: You can carry one Ziploc-like quart-sized clear plastic zipper bag of liquid, gel, cream or paste items. Everything must fit into that bag and you must be able to seal (zip) the bag. Oh, and things like gelcap medicines or vitamins are considered "liquid" and subject to the same limitation. In addition, no one particular bottle can be more than 3 ounces in volume (about 100 milliliters). If it is, even if it fits into the zipper bag, it has to come out. And, they go by the volume stated on the bottle, not what is actually in the bottle. (So, if it's a 200 ml bottle of something that is 90% empty, the security folks could take it out anyway.)
Not expecting this, I showed up with all my usual creams, pastes, etc. in my carry-on bag and had to remove some. Fortunately, I was there early enough to go back out to the check-in desk and put it in a small bag that I could check in . . . and scold the check-in folks for saying absolutely nothing about the change (and there were, at the time, no signs warning of it anywhere to be seen in the pre-security terminal areas).
So, be aware and be prepared. |

The thing is that coming from Bangkok back to Seoul, I was prepared for the limit, having put everything like that into a checked bag. Then, there was absolutely no mention of the restriction on the flight. When I asked about it, I was told "That's only for flights to America."
So, it seems that not all countries are up to speed on this quite yet if it is supposed to be a worldwide regulation.

It seems sometimes it doesn't apply to certain Koreans.
Saw a whole team of young Korean men (not sure what sport they were in) prance right through the security screener without taking their Nike shoes off for inspection (the type of shoes with those large gel or air pockets in the heels).
Saw a woman take her boots off, but her 8-yr old daughter, who was wearing hefty boots, didn't.
Of course young Korean men wearing a national sport uniform, or little 8-yr old girls would never carry explosives on board. This is just a given; like the kimchi cure-all; no need to question it. |

My understanding is that it's a new convention that many countries are requiring now.
For example, since Australia mandated this practise for all incoming flights, and 62% of all international flights from NZ go to Australia, NZ had no choice but to comply. I guess Korea is in the same, uh, boat. |

If they are the gelcap types. Not sure they would enforce this in Korea, but in San Francisco I saw a Chinese guy lose two bottles of fish oil capsules.
I did a follow up reading of the TSA website and from what I understand, liquid medicines are restricted just the same and if a medicine is in a gel capsule form, it's subject to the restriction. |
