The best thing for the guy to do would be to have an acquaintance in Korea go to a local Gu- or Dong- office in Bucheon to locate the last known residence after she moved out of that last address....
The picture looks like it was taken during the Park Chung-Hee era, so movement between districts was strictly monitored by the police and the military, so who ever decides to help the guy can probably find info about her there- resident addresses, marriage certificates and even death certificates if that would be the tragic case.
