It is a points card from Lotte department store. Buy stuff, collect points, get discount coupons in the mail based on points and use them for cash on a future purchase.

You can get it by applying at the customer service counter in any lotte department store or lotte grocery.

Home plus and e-mart have similar cards.

Some of the Lotte cards are Visa credit cards though and they won't issue these to foreigners without a Korean gaurantor at the very least.....

I got a Lotte Visa credit card from the 명동백화점 without any hassle whatsoever. I just had to provide my ARC, passport, health insurance card, and bankbook.

Head up to the top floor of the department store (attached to the Lotte Hotel) near city hall with the docs I mentioned before, and you should be able to get one mailed to you in a week or so.
