I have a couple questions about buying used cars here. I'm in the process of RTFF, but if anyones knows the answers I'd appreciate the help.

First, how do I check to see if there are any outstanding tickets or fines that are owed before I buy it?

I'm going to buying in Seoul and registering in Chungnam Province. What do I need to that (papers,signatures, etc.)? Does the previous owner have to go to the registration office with me?

Those are the big questions.
