Elders and disabled = burden?

I read a poster written in Korean the other day. I saw it in Jamsil station.

They (KORail) is pissed at the government for passing the law that allows seniors and disabled people to ride the subway for free. They blamed the huge loss of money by the subway on that.

I don't know exactly what they were asking for...either the government to compensate them or to change the law...I am not sure. I think compensation.

Anyways, on my way home and when I wasdoing a transfer, I saw 2 or 3 people jump the turnstiles (sp?). Maybe that's where the problem lies.
