Must work 10 years to get Star card?

I went to the bank the other day and applied for one of those Star bank cards where you can get a discount at various places. I gave them a proof of my employment and have been with them (the bank and school) for over 6 months. I just got a call from the bank manager saying that I am not a regular teacher and that I must work there for 10 years to qualify for the card.

This is with KB Bank, anyone else go through this but were successful?
