Someone explain how the modern and economically advanced Republic of Korea has the entire country's ATM and credit card networks shut down for several hours each night?
I don't understand it. Is it cultural intolerance because I seem to think that credit card machines should work 24 hours like most other places in the world?
In some back-alley restaurant in Kabul I was able to use my debit card at a 3 in the morning. Yet at 1:30 am at a major bar in Seoul, I couldn't use my card. Or the ATM. |
