A public school official has advised me of the following;

And working for private academy, it follows immigration law.
But in my knowledge, there are three invitors who can invite foreign
teachers.
First, Schools from elementary to univesity or education office.
Second, Private academies
Third, local government (this is exceptional case)

There is board line between schools and private academies.
If you teach in private academies, you can not teach in schools.
Also if you teach in schools, you can not teach in private academy.
It is the matter of korean immigration law. In our contract document, I can
not breach the law.
But in schools, libraries there are saturday programs and during the
vacation there are camps.
Joining the programs totally depend on you.
You are just working from Mon through Friday for schools. It is on the
contract.
But for weekend, you should do things within the board of immigration law.

Help with deciphering this would be appreciated.

You can work anywhere your ARC permits.

What does he mean by "board line" ? As I understand it, as long as your visa sponser says its ok and immigration have the right form filled out and the second job has less hours/pay than the first...alls ok. Is that right?
