I don't know what it's called, but it's the silver coloured thing below the spacebar.
I am trying to get the vertical scroll to work.
Can anyone help me out?

mouse pad and scroll bar.
I have the HP DV2000
There is an icon on the lower-right, which is a red square. It controls the Synatptics Pointing Device. It's hidden until I click the Windows arrow to show all active icons down there.
Do you have that? Right-click on it and see if it gives you any options.
I also have to click on a web page first and make it active before scroll works (not always needed). |

Sorry, there is no icon (red square)on mine.
Any idea how to change it, through say Control Panel? |

Control Panel - Mouse - ALPS 2 way pointing device. I have the HP DV4000. |
