Motorbikes slowly cruising around with loud device mounted

Recently, I have been seeing these motorbikes cruising slowly with a loud motor thing on the rear that is emmitting a mist or some chemical. These things look god awefully strange and perhaps unhealthy.

Anybody know what it is??? Some sort of fogging chemicals to do some sort of bug control?

Haha, you must run after it and inhale the fog. Kids do it so it must be ok!!
