Chinese spies cost Canada billions: Harper

Conservatives accused the government of not addressing the presence of Chinese industrial spies during question period Thursday.

"Today the former head of the CSIS Asia desk confirmed reports from defectors that close to 1000 Chinese government agent spies have infiltrated Canada," Conservative Leader Stephen Harper said.

Harper quoted the former CSIS official, Michel Juneau-Katsuya, as believing Chinese spies cost Canada $1 billion every month through industrial espionage.

Juneau-Katsuya oversaw the CSIS Asia desk during the mid-1990s. He told reporters that China is a serious threat to Canadian security.

Reports of Chinese spies operating in Canada first surfaced from two defectors in Australia, who seeking political asylum there. Hao Fengjun, 32, a former officer with Chinese Public Security Bureau, told reporters that most of the spies are based in Vancouver and Toronto.

Hao also said the spies are charged with intimidating Falun Gong members. Falun Gong is a spiritual movement that was banned in China in 1999.

The other defector, Chen Yonglin, 37, was an official at the Chinese consulate general in Sydney. Yonglin told reporters there are 1,000 spies operating in Australia as well. The Australian domestic intelligence agency is currently investigating his claim.

Harper accused the Prime Minister Paul Martin of avoiding the issue of industrial espionage when he traveled to Asia early this year.

China's spies come out from the cold

Modern spies are not thought to be the shadowy figures of the past
More than a decade after the end of the Cold War, spies are back in the news.



But instead of hardened KGB agents lurking on street corners in dark glasses, the spy stories appearing in the Western press recently have been about fresh-faced Chinese students.

Some are said to be engaged in research at respected foreign establishments, while others are enrolled as bright young business trainees in major Western companies.

Their mission - or so the reports allege - is to use fair means or foul to gather technological and commercial intelligence that will help speed China on its way to becoming the next global superpower.

Britain's Sunday Telegraph reported recently that a leading Chinese agent had "defected" in Belgium and blown the whistle on hundreds of Chinese spies working at various levels of European industry.

I think spies that are cought should be put to death, because their actions are can be deemed as a declaration of war.

Canada worried by Chinese industrial spying

OTTAWA (Reuters) - The Canadian government is very worried by the extent of Chinese industrial espionage inside Canada and will raise its concerns with Beijing, Foreign Minister Peter MacKay said in an interview broadcast on Sunday.



MacKay said it was particularly important to protect such Canadian companies as Research in Motion, maker of the portable e-mail BlackBerry device.

"We're very concerned about economic espionage and it would appear based on evidence and reporting that there is a fair bit of activity," he told CTV.

"It's something we want to signal we're prepared to address and to continue to raise with the Chinese at the appropriate time. We're very much a country that needs to protect its technology," he said.

Research In Motion said last week it expected to launch its wireless e-mail service in China by mid-year. Canadian media reports say state-controlled China Unicom this month introduced its own version, nicknamed the Redberry.

MacKay is a member of the new Conservative government, which defeated the Liberals in a January 23 election. When in opposition, he accused the Liberals of doing little to prevent China from stealing Canadian industrial secrets.

Last June, amid a furor over allegations by a Chinese defector who said Beijing had more than 1,000 spies in Canada, the Liberals said they would tighten investment laws to give Ottawa the right to block the foreign takeover of any Canadian company for national security reasons.

China At Top Of List Of "Suspicious" Foreign Activity In Canada: CSIS

OTTAWA (CP) - Almost half the effort the country's spy-watchers put into monitoring suspicious foreign activity in Canada is devoted to Chinese operatives, the head of CSIS said Monday.



Jim Judd, director of the Canadian Security Intelligence Service, said there are a lot of foreign agents operating in Canada, many adopting the guise of innocent visitors. "It's surprising, sometimes, the number of hyperactive tourists we get here and where they come from."

Judd told the Senate committee on defence and national security that 15 countries account for most of the concern when it comes to foreign intelligence-gathering or interference in Canadian affairs.

He wouldn't identify all those countries, but did tell senators that China tops the list.

He said CSIS tries to keep close tabs on foreign operatives and hopes "that we have all the bases covered."

Judd said his agency is charged with monitoring foreign efforts to collect information, both public and private; to meddle in Canadian affairs; or to foment trouble within ethnic communities Idea

China has been accused of all three activities in the past and has steadfastly denied it has spies in Canada.
