The three forged their university diplomas and grade records to obtain E-2 visas, Police Lieutenant Jang Dong-yul said yesterday.
Two of them were taken into police custody for questioning, while the third will be investigated without detention because his brother lives with him in Korea, he said.
Jang said they entered Korea with tourist visas and paid brokers up to $500 to forge their diplomas so they could get E-2 visas.
The two Koreans who assisted with the forgeries were arrested, Jang said. In addition, five Koreans who hired them without thoroughly checking their qualifications were arrested.
�Under the law, they can be punished by imprisonment, but we will have to wait and see how the trials play out,� Jang said. |

Does that mean the Immigration officers who gave them the E2s will also be arrested for not thoroughly checking the qualifications? |

Actually, I think this is a good idea. Put some pressure on the hagwons to accept responsibility for checking their teacher's qualifications...in theory, anyways. |

I had to send my diploma to Korea from home while they investigated the university and processed the visa. After arriving I had to re-submit the diploma to the local branch while they investigated a second time, in order to get the ARC. They asked for phone number, website information, etc. It just makes me wonder how the alleged forgers were able to pull off working with a fake degree without officials being in on it. |

It doesn't say they got visas, it says they obtained the forgeries TO GET
visas. |

Not that I don't disagree with you (in theory), but other than confirm that the uni does in fact exist, how does a school confirm anything. Most countries and unis have privacy laws and regulations that prevent them from telling anyone shit |

There are always ways. A hagwon with a ratio of a few workers to management will have a lot better success checking backgrounds than immigratoin with an officer for every 10,000 foreigners or some silly ratio like that. They can start by calling the universities.
It's not that I think the hagwons should have to check an applicants background to a tee, it's that they should have to prove that they made a reasonable effort before sponsoring someone for a visa. Visa sponsorship for a hagwon should be a priviledge, not a right, and should have responsibilities like doing background checks. |

Surely it would be simple if every university had an official website where employers could go to find confirmation of qualifications?
It would sure save on this sealed envelope/ wax seal/ bangkok fake certs buffoonery. |

In the West and most places, you are hired based on what you can offer, not (just) your education. I worked for companies in Canada in a technical field, and yes, they hired me because of my degree and because they knew what they wanted from me, and they used the interview to test me.
I believe the problem of people going and getting fake degrees is a symptom of a problem rather than the problem itself, which is that employers are not conducting proper interviews and looking for proper qualifications. |

Well, let's look at hagwons as for-profit enterprises.
I'm comfortable admitting that I have a job mostly for PR reasons ("Your kids will be around X number of North American native speakers!"). If you believe you got your first Korean kindergarten or high school job based on amazing qualifications, you make me sad.
A degree is a convenient cutoff to keep "bums" in the literal sense out of the mix, I think. |

I don't think I got any job in Korea based on my amazing qualifications (actually, lack thereof) , and that's the problem I'm stating. Employers don't want qualifications and they don't know what to do with them when they have them.
However, in the same token, if this job is mostly about PR reasons, and the government and customers support this, then why is a degree necessary anyways? |
