English standards lowered for civil service examination

That's a very biased subject heading. What the article actually says is that they're going to start relying less on the TOEIC test (it's about time!) and more on the interview and qualifications. Considering the current level of English in most government offices, whatever they do can't be worse than what they're doing now!
