My friend needs to get her registration card at the Seoul office.

I found the detailed directions to there a long time ago, but I can't find them now.

Where is the post that gives the directions to the Korean immigration office in Seoul?

Assuming you mean the MAIN immigration office and not one of the branch offices:

=Subway - purple line, Omokyo station, exit 7.
=Walk straght ahead for about 800 meters.
=The road will make a curve to the right and come to a T-intersection.
=Look across the T and you will see a water company.
=The immigration office is the 6 floor building to the immediate left of that.
=Go in the front door and make a right turn.
=Do through the double glass door and take a number from the machine.
=Fill in an application.
=Wait for your number.
=You will go to the counter and the person there will take your documents and instruct you to go downstairs to the cafeteria and buy a stamp from the lady there.
=For JUST your ARC you need a 10,000 won stamp. If you want to get your multi-re-entry permit (assuming you are not from the States or the UK), you will need an additional 50,000 won. They can do both on the same application form.
