Fewer trashcans, less garbage?

The new garbage collection system mandates that citizens purchase standard plastic bags to be used in disposal. If people use unauthorized garbage bags, they will be fined from 500,000 won to 1 million won.

Currently, there are about 4,000 dustbins throughout Seoul, according to city statistics.

Seoul city has been reducing the number of dustbins since 1995, following the government's new garbage policy. There were over 9,000 public trashcans in the city up until 1994.

Last month, the state-run Korean National Park Service announced that it would be removing up to 90 percent, or 297 trashcans, in 18 national parks beginning May 1, as part of its effort to reduce garbage in national park areas.

City cleaners are also complaining about the consequences of having fewer trashcans. Because people tend to hide trash in small corners and gaps, cleaners have to work harder to find it....

"Citizens are using postboxes as trashcans now. All sorts of things are found in them, including cigarette butts, plastic bags, snack boxes and cans," he said. "The city may appear clean from the outside, but once we start digging up hidden places, it's actually dirtier than ever."

Yeah, so what kind of people think that this would be a good idea? Only people from a country as filled with garbagee as Korea, that's who.

I asked a Korean friend of mine ages ago why there weren't many public trashs can around. He told me one of the reasons was when they brought the special gargage bag rule in, a lot of poeple started putting their household trash in them so they didn't have to pay for the gargbage bags and as a result they started to get rid of a lot of the public trash cans.
