I have searched for answers on this topic.
There are lots of opinions.

Heres the situation:

I gave my hagwon 30 days notice that I was leaving and breaking the contract. He totally understands and is going to write a letter of release and let me move on. My final day @ the hagwon is May 23
I have found a job and signed a contract at a public school. My first day teaching is June 1.
Tranfering involves going from Uijungbu immi. to Suwon immi.
FYI: Uijungbu writes their own rules and is really a slack operation.

Can I transfer the E2 visa from the hawkwon to the public school without a visa run to Japan?

I did this once, and yes, there is a rule that hagwon-to-hakyo transfers don't require leaving the country. I'm not sure, but it might be contingent on having been at the hagwon for at least 50% of the contract (I heard conflicting rules from immi officials, but my school took care of it for me).

One detail you might need to clear up is that it's not a RELEASE LETTER that you need, it's a TRANSFERENCE LETTER - some sort of letter saying your past bosses (and E2 sponsors) are okay with transferring you to a different employer (and E2 sponsor).
