If I order a laptop from North America, will I be charged duty from Korean Customs? Is it possible to order to Korea for a reasonable price and to be able to adapt it to the Korean plug system?

To answer your questions in order.

1) yes (VAT not duty), 2) no and 3) yes.

For what you will pay in shipping and the 10% value added tax (on the purchase price +shipping + insurance) alone you could buy an entry level desktop here (with English windows).

For what you will pay to buy and import a laptop from home you could get a kick-axx desktop here.

If you really want a laptop, get it here and get English windows put on it.
Do you really need the portability?

Good advice. I would consider putting together a desktop here instead, unless you really need portability. For reference, I sold my laptop that I brought from home and put together a fairly sweet desktop with the money that I got from the laptop sell. Everything is faster, bigger, and better on the desktop by far. I don't miss the portability.

More than likely, someone repackaged what he bought and shipped it here as a "gift", thus avoiding import duties.

Get a grip wrench. The OP is supposed to search when you could simply re-type what is bound to be a short post anyhow? Who is lazy here? You know as well as anyone that this place is like a revolving door or the same questions again and again...how many similar replies have you made time and again when you weren't feeling so antagonistic?

Anyhow, I'm sure someone will be kind and provide the information that you seem to want exclusive rights to. So much for help, huh?

No. Laptop computers are exempt from duty tax. You will have to pay 10% VAT on the complete price of the computer, including shipping. Visit the Korean Customs Service webpage http://english.customs.go.kr/kcsweb/user.tdf?a=common.HtmlApp&c=1501&page=/english/html/kor/personal/personal_02_02.html&mc=ENGLISH_PERSONAL_POST_020 verify.

Quote from the webpage:
