Quick question. Trying to contact a friend in Korea. Got the number correct, 011 82, then the 7 digits, as I'm calling from Canada. Problem is once through, I just hear ringing.
Here in Canada that could mean one of two things: either the person has turned off the ringer or they can't hear the phone.
No message comes up at the number I call. Just ringing.

Do Korean cells, if turned off, immediately start with an automated message?

Grateful for any answers.

011+82+(area code)+ seven or eight digits.
For example Cell Phone #010-555-5555=011+82+10+555-5555
Your missing some numbers.
