Does Korea have it? Commonly called VOD, or Tivo'ing. Sure, I know about downloading torrents, etc., but I want to be able to just use it like HBO ON-Demand, where I can scroll through a list of virtually any show aired that month, and watch it at my convenience. |

For foreigners, the options are pretty limited. I only know of one such place that has sort of what you are looking for, but I'm sure it's not legal. That said, if you want, check out www.blueyoyo.com. It's a pay-per-download site, but you can start watching your video immediately after the download starts if you use Gom Player (a Korean made media program, but it is available in English.) |

What kind of programming? If you are looking for Western Programming then your options are limited.
You can try HanaTV. Its like VOD on crack. There are literally thousands of of programming. It has a very good selection of western movies too. HanaTV is limited by area though. You have to check to see if its available in your area.
Dreamcity Digital Cable has VOD but you gotta pay money per download. |
