There is a Quiksilver store on the 2nd floor of Mario II dept. store at Gasan Digital Complex on line 1.

Othewise I have seen some good sales on the Internet shopping sites, but for a majority of them you will need a Korean to assist you.

Scour around Doota in Dongdaemun, you can usually find Rusty, Quicksilver, Rip Curl boardies for about 20,000W

In B2 level of Dootah building Dongdaemun they have a bunch of stores that do have the real thing, but expect to pay about 25-40% more than you would back home.

Those 20,000 won deals you mentioned don't even have inside liners. I know because I found a rack of cheap ones there for that price - honestly, I think they're copies...

I just bought a pair of Volcom sandals there last week. They had larger sizes. I paid 65000 won for them, back home they cost 40 USD.

I didn't know dogs could wear board-shorts. Do you cut a hole for your tail or do you just hang it down a pant leg?
