So...my computer refuses to boot. I get a "windows" had a problem loading, please choose how to start it. There's some wonderful options like 'safe mode' and 'regular mode' all of which just brings me back to the same screen about 30 seconds later.

Anyways, I don't know much about computers, I figure that I'll need to get windows re-installed or something. Does anyone know of a good place that can handle such a problem?

So, it keeps cycling? Do you have the windows CD with you? Or, do you have the restore disk? If you want to save your information, you could get another harddrive, install the OS on it, and make the current harddrive the secondary and your new one the primary (HARDDRIVES ARE DIRT CHEAP). That way, you have a nice and clean harddrive AND you save all of your programs and files from your other computer.

I agree with cubanlord, get an extra physical drive.

Also, my personal opinion is never to install over a current installation. It broke for a reason and if you just re-install over it you get a messy windows installation.

USB external drives (should) still work in safe mode, so copy your stuff over to one and rather re-format. If that does not work then your drive truly is screwed so get a new drive.
