There is a little red and green light with no yellow off to the right side at some intersections. It does not have an arrow but is it for right turns? It's often green when the other lights are red.
No one seems to do this but are you supposed to come to a complete stop before turning right on red? |

I think the lights you refer to are placed where there are crosswalks.
Often in busy traffic the main lights will turn green and you are able to move forward only a few yards but because that is as far as you get due to the traffice you can no longer see the main lights, so these small lights are to help you out...if you actually look at them.
In other areas, im thinking turning left at the end of Itaewon to head to the base or Banpo bridge, the crosswalk is a long way from the lights so these are an easy indicator as to wether or not someone is going to step out in front of you. |
