What's the 1. Cheapest and 2. Quickest way to get from Central Seoul to the ferry terminal to Qingdao?

I reckon the best answer deserves to go into the sticky!

You can take the subway right into Incheon from Seoul. Either get off at Dong Incheon or you can ride it to the end. Once there just take a taxi to the ferry port. It will ost you the subway fare plus about 5,000 won for the taxi. Did it a few weeks ago to go to Dok Jeok Do, it's the same Ferry terminal.
