I live about an hour from Jinju, so I'm not going to be able to give you the exact lowdown, but I go there once a month or so.
It has a small foreigner population, but there aren't a ton of foreigner bars/hangouts, if that's your friend's thing. (Except for E-mart. I always see at least one lonely white dude at E-mart.) The bus terminal is a pretty good hub for going pretty much anywhere. A bus ride to Seoul would take about 3 hours.
It's not a bad city. Your friend might not be able to find every Western amenity his/her heart desires, but it seems alright. It's definitely a more "rural" type of city. |

| I heard that there are 100 foreigners in Jinju. There's a wide river rolling through it, with high banks. An ancient fort on the riverbank. There's a Homeplus that's new and flash. An Emart, in which there's a second McDonalds. Jinju is famous for its silk. It's a very scenic little 'city of bridges'. Jinju means 'pearl'. |
