I've just graduated from University and want to apply for jobs in Korea asap. However, my actual degree certificate won't arrive until mid-August at the earliest, which I understand you need to obtain a visa. Given that I'd like to leave as soon as possible after my certificate arrives, is it too early to start approaching recruiters now?

It is not too early, but you will need that document or some other kind of graduation verification showing your degree from the university. Korea is becoming very strict on this requirement since having the problems of fake degrees during the past couple of years... |

For most students getting jobs in a normal country the transcript is the issue.
Maybe if you explain that you are going to an abnormal country then
you could get a rush on the degree. It can't hurt
to ask. And if asking doesn't work demand. |
