I've seen leeks around some street markets, and you can buy cream ("saeng (fresh) cream") at hyundae department store and other biggish groceries (my Emart has it, even).

SeoulMilk cream in a green and white carton or Denmark brand in a red carton -- 600ml about 3300won.

Lotte Mart Seoul Station and Emart Yongsan Station definitely has it.
