Is the beef supply really this limited?

I went to a Homeplus store yesterday evening to get some ground beef, but they didn't have any. They only had a few small packs of stew meat and thinly sliced beef rolls for sale. There could not had been more than a measly 5 pounds of beef for sale in the whole store. We are talking a big store where 300,000 people shop at regularly.

I attempted to ask the 2 people in the butcher department for some ground beef, but they just acted dumb as rocks and didn't produce any. I then picked up a pack of the stew meat and asked them to grind it, but they wouldn't or simply didn't understand what I wanted.

Is beef in very short supply or is the quantity strictly controlled as to keep prices high?
