Ive been to Rarotonga twice, and I LOVE IT!!!
The beaches are beautiful, not a lot of tourists, complete relaxed pace of life, the people are so friendly and welcoming, no hassling to buy things, no haggling, they are bi-lingual (English and Cook-Island Maori) awesome snorkelling and diving. Not especially cheap there and not rich either, but I could live in a tin shack there without a dime to my name and be happy. Although Ive never been to Aitutaki, it is on the top of my list WHEN I go back next time, so Id reccommend loking into that as well. As far as I know you can only get there via NZ, Ausralia and Fiji, but that may have changed...
