Arab League delegation visits Israel By MATTI FRIEDMAN, Associated Press Writer

JERUSALEM - The foreign ministers of Egypt and Jordan began a historic visit to Israel on Wednesday to formally present an Arab peace plan, saying they were extending "a hand of peace" on behalf of the region.

The ministers arrived as representatives of the Arab League, the first time the 22-member group has sent a delegation to the Jewish state. The Arab League peace plan envisions full recognition of Israel in return for evacuation of lands captured in the 1967 Middle East war.

"We are extending a hand of peace on behalf of the whole region to you, and we hope that we will be able to create the momentum needed to resume fruitful and productive negotiations" between Israel and the Palestinians and the rest of the Arab world, Jordan's foreign minister, Abdul-Ilah Khatib, said at a news conference with Israeli President Shimon Peres.

Egypt and Jordan both have peace treaties with Israel and have sent their leaders to the country before, but never on behalf of the Arab League, which has traditionally been hostile toward the Jewish state.

Foreign ministry spokesman Mark Regev said the visit was historic.

What does it say about right of return? That is the question.

And Israel strenuously objects to the plan's apparent call for the repatriation to Israel of Palestinians who became refugees in the 1948 Mideast war and their descendants some 4.4 million people, according to the United Nations. Israel says any influx of refugees would mean the end of Israel as a Jewish state.

The Arab countries know the refugees cannot return en masse and all of them can't and many of them do not want to return. they expect help in putting some in the West Bank, Gaza, a deal that might give some 1948 land in a peace deal where they might live..Accepting peace with Israel means allowing it to exist and that means saying no to all the refugees returning to all or part of the 1948 lands and giving them just compensation or help. That's what the Arabs mean.

The Bill Clinton plan already offered 30 billion dollars in compensation.

When the policy is accepting compensation in lieu of the right of return it will be news. To this day that is not the policy and it is not in the offer. An offer that does not include such is not really any offer.
