Compare this to the US situation, where a high percentage--almost every immigrant, these days--is unskilled and low income, and where the Let 'Em In Laissez-Faire Policy is in force like it's the law.
But my question is about how implementation of the proposed change in Korea will benefit and change the country; how long, if ever, Korea will take to make this happen; and if these proposals will ever get out of the government's famous 'thinking stage', where many or most well-meant national proposals dealing with change and foreigner policy seem to get hung up until they waste away.
Most importantly, I didn't see any specific reference to the English *teacher*-type foreigner. Is that a different kettle of fish altogether, or will FT's just fit in by default? |
