Kiribati/Afghanistan: Korean govt same-same?

So, the Korean govt can't control it's own citizens and stop them or impose penalties on them if they travel to Afghanistan. Furthermore, they seem to be implying that other people are equally to blame.

The analogy of Kiribati is a good one in this current context. Korean sailors were breifly restricted from accessing Kiribati's ports in 2003 for trying to solicit sex.

In 2005 Korean sailors were caught having sex with underage prostitutes, some as young as 14, maybe younger. It was so bad that Kiribati banned all Korean ships.

Now I hear that 2 years later they are back to their same old ways in Kiribati and the government continues to do nothing. At the time of writing (Feb 2007) Korea still didn't have any criminal provision for child sex tourism.

I can't help but wonder if something happened to Korean sailors in Kiribati, something along the lines of what's going on in Afghanistan, how the Korean govt would act. I suspect that they would conjure up the same blame others mentality and how wrong it is for people to target Korean sailors despite their acts. This despite the numerous years that the K govt has had to do something about it. Just like the numerous years its had to do something about its citizens travelling to Afghanistan.

Is the Korean govt just a petulant little brat?
