Can the president introduce the draft by degree? Granted the current democratic congress has been pretty lame but there's no way they'd vote for a bill supporting the draft. I doubt the American people would support a draft or vote for politicians keening to draft their children and send them to a war they don't believe in anymore.

You mean, "by decree," right? I do not believe so. Raising and funding an army falls squarely under Congress's purview.

The President may propose it, however. I believe if he did this, we would see massive pressure to end the war ex post haste.

Right. 9 am here when I type that. I'm not sure why the war czar (shouldn't that be Bush's job anyway? cutting through the red tape? is he busy with anything else these days? if he felt he didn't have time to wage a war, why did he start one?) would even float such an idea. I think he's maybe more just showing how tied his hands are.

Who knows? Perhaps he was spontaneously speaking his own mind. But that is how floating crazy ideas works in Washington: put someone else out there to draw any and all fire. Instruct them to say something "on background" or bring it up tangentially, as if it were not the most important thing in the interview. And see what happens. The President stays above the fray and, if necessary, can always disavow it.

My understanding is that the military has never wanted a draft. As such, it would be more mismanagement by the administration.

Wrong. According to the Selective Service's website:

Almost all male U.S. citizens, and male aliens living in the U.S., who are 18 through 25, are required to register with Selective Service.


Check the rest of that page. Even illegal aliens are required to register.

I'm 28. Good. I'd rather date Dong Bang Shin Gi than fight for muslim democracy in Iraq.. My lord, I'd be in Canada quickly.

It states that certain visa holders are exempt. Here is the registration requirement chart. Note: parolee in this instance is a particular status relating to Immigration, not a status relating to incarceration.

By the way, didn't the Canadian government state not so long ago that it would no longer be a refuge for US draft dodgers?
