I'm pretty sure I saw it in Myeongdong, along the same road as the GAP.

Myongdong subway exit 5, walk into the Myongdong area and hang a quick left on the first street you see (5 minute walk if it's not crowded). It is on the left side.

Was there just last week, but the name escapes me. They don't quite serve it on a waffle cone. They serve it on a waffle bowl. I was a bit disappointed.

As long as you intend to eat something so disgusting, why not try:

Spam with icecream,
Kimchi with milk,
Chocolate wrapped in seaweed.

There is a place on the other side of the park near hongdae (sangsu station is closest) that serves waffles with canned tuna. This isn't quite waffle cones and spaghetti, but it might be something worth showing your visitors. Let me know if you are interested and I can give you more detailed directions.
