totally confusing. do a google search for largest cities and check the first page of results. i guess it depends on how you define 'city'.

It just depeds how the city is defined. If you define it a simply the city limits Seoul may be the biggest. I think it has over 10 million within the boundries of the city. If you take into consideration the metro area - the satelite cities - Tokyo comes out on top with almost 30 million. Seoul has about 21 million in its Metro area.

There are different ways of counting people. In the 2000s, we can see several cities "merging" into one another. For example, London England was once several small cities that grew and grew until they all merged into one city called "London." That example is true for almost all cities, isn't it? Nowadays, you have larger and larger cities merging into one another. Because of their history, they are still considered separate cities. But in reality, it's the exact same process that created them in the first place... and they are really pretty much "becoming" one city. For example, you live in Suwon, but commute to work everyday to Seoul in under 40 minutes. Thing is, they aren't gonna be called cities, but rather, agglomerations.

Check out this page. Best source for finding out the 'estimated' population of the new, emerging, super-sized metropolises. I find it a bit more relevant than just the official city population:

I would disagree with the agglomerations. Incheon and Suwon are clearly seperate cities from Seoul (Even Anyang is). Any city in Gyeonggi-Do is seperated by a well defined green belt.

For Tokyo, Yokohama is definitely a different city.

Those lists all say something diffeent. I don't believe Seoul is THE largest city. I've always thought it was Tokyo. I saw a list that said Seoul was number 3. Osaka was number 10. NYC was 4. I don't know how much I believe these lists any more.

I go with the figure that goes by anyone living within 5km of a subway station. In that case Seoul includes Incheon, Suwon, Cheonan, Anyang, Ilsan, Bundang, Uijeongbu, etc. Which means its about 25 million people.
