The website is at:

http://www.nts.go.kr/eng/default.html

Each -gu has it's own tax office in addition to the national one.
There is a foreigners advocacy office if you need assistance.
The link is on the webpage.

Expect a hard time explaining your issues unless you bring a Korean friend. Or you can have someone write a note (in Korean) ahead of time.
