There's no info specific to the ESLing nationalities but the Chosun Ilbo did find out a number of foreigner-friendly banks in Seoul. If anyone here has found a good branch let everyone know!

Nong-Hyup Bank at Garak Station is friendly. There is a young woman there who speaks very good English and is very helpful. It's on the first floor of the building in the SE corner of Garak Market, across from the big GS Mart.
