Met this great korean gal who's on a student visa here......(I'm a korean second gen guy). Not looking for any flames...just some honest advice.

I catch her staring and smiling at me at times...and I think she knows I'm attracted to her.....We recently met and we're just friends......but I want to take it to the next level...Yes she wants to learn english, and I'm thinking of providing it for her.....

Korean Fob girls are different...so any advice as to increase my chances of making her my gf?

Yeah, drop a load of cash and your passport in front of her. Pretend you made an honest mistake. Watch her eyes glitter and sparkle.

WIN! Cool

First, excuse my being naive, but what is a Fob girl?

I am a female, but I would only assume to treat her the same as any girl. Be friendly. Tell her that if she's free sometime, you'd like to take her to dinner, a movie, coffee, etc. If that goes well, ask her out a second time. See how things progress. If after a few dates they are going well, tell her how you're feeling, and that you'd like to see her romantically, rather than on a friendship level. Don't be too pushy.

I don't know... that would be my advice. Perhaps an Fob girl (?) is different? I don't know what that is to be honest, but who knows.

Whatever you do DON'T take the girl out to dinner.
Some of these girls are HUGE eaters.
The food bill could seriously deplete your bank account.

or
Do what Korean guys do, take her to a PC Bang and play computer games.
or
If she's into high heels, take her on a surprise hiking outing.

i've heard, don't know if its true...that it's normal for Korean girls to be 'just friends' with perspective boyfriends. So i wouldnt worry too much if she is being a little 'shy' or conservative, you just need to give her a little time. Also they like it when you carry their handbag for them

If shes really conservative, be freinds for like 6 months as she warms up to you. then you can start holding her hand.

A year or two later, ask her on a proper date.

Or maybe she'd like the OP to buy her a handbag.
