It seems like the Korean government doesn't seem to keep track of the fact that many hagwons are engaged in fraud like my former hagwon.
I was making 2.1 million won, and she only deducted 52,000 won. That doesn't amount to the deduction of the health insurance and pension.
It was clear to me I got my health card, but she didn't pay my pension probably and told me she did. I called the pension people and I expected them to set the deductions right. I suspected it wasn't done right, but I was kind of weary of months of battles with her. What does the Korean government actually do about people who engage in such fraud? I may be wrong, but it seems like a sleeping government. I haven't received me pay, and it is taking a while, and I wouldn't mind her getting jail time r fine en lieu of me not getting my pay, because she has caused me plenty of grief.

Oh shit man, that's a toughy. But, hell, Korea's motto on pretty much every form of immorality is ONLY IF YOU GET CAUGHT.

National Intelligence Service director-designate Kim Seung-kyu, in a lecture he gave late in May when he was justice minister, said: "The three representative crimes of our country are perjury, libel and fraud." In simple comparison, not taking into account population ratio, South Korea saw 16 times as many perjury cases in 2003 than Japan, 39 times as many libel cases and 26 times as many instances of fraud.

Koreans DO care about fraud. They can't wait to find a way to benefit from it. My wife's best friend's husband got a job working for the government in some kind of inspection and oversight capacity last year after working in the private sector for years. He's loving life and all his extra income. He bought his wife a brand new Volkswagen Beetle for Christmas.

inattentive institutions who can be bought off...sounds like the makings of a society based on honesty to me!

a quick story...

a coteacher asked me once about health inspectors in the usa. i thought he wanted to know about cleanliness of restaurants since the bathrooms all have stange life forms growing all over the place here.

he asked if an inspector can go into any restaurant, i guessed that they usually have planned visits that they tell ahead of time, but i am sure they have pop-inspections as well.

he asked what power they had, i guessed they usually give warnings, maybe fines, and if something is horrid, they can probabley shut a place down.

he says "wow, that is a great job." i say "yeah, i bet they can get a lot of free meals."
he says "no, what about all the bribes? they make a lot of money."

yeah...

I can just imagine free trade agreements and huge problems between American businessmen who have tons of money to haul people in front of the WTO and Korean businessmen who think cutting corners and stretching the truth is okay business. That is if they are like so many of these hagwon owners. Some American or Canadian businessmen can be bad, but I have a much, much, much better appreciation for them now.
I am sure many of us do, and I am sure some Koreans prefer the transparent business practices of so many North American companies.
Here it is transparent in the other way i.e. quite shallow.

When is the last time you saw a parent put a seat belt on a child?
Ambulances here have virtually no medical equipment.

Dude, people here don't care about innocent children dying.

Not my kid, not my probelm! Charming and wonderful isn't it!

So do you really think they are going to care about fraud!

While my opinion isn't quite as drastic as yours is, I do find it quite amusing how ambulances with their sirens on have to stop and wait for traffic cause no one will get out of their way. Someone's literally in mortal danger and these assholes can't move their fucking cars over for five seconds to let him through.
